I think it is plainly obvious that if you have the money to take care of player welfare, subsidise unpaid leave, nutritionists, best hotels, physios,coaches, trips away, courtesy vehicles etc than you are going to be successful. Each county would have their own gauge of what would constiute success. When Armagh won the AI it was also on the back of big spending and innovation in coaching (McCloskey), training and trips (la Manga). you dont have to rival the budget of Dublin to attain their success as top class facitilities, coaching, welfare packages etc will differ from place to place but it is certainly not a new concept of spending big to attain high success. The budget that can HELP attain an AI will vary from county to county and team to team, but be sure of one thing - it is only an AID to success. Lets be honest, Dublin have dominated Leinster for the past 10-11 years and it was a matter of time before they made the breakthrough. Realistically, counties such as Louth, Leitrim, Fermanagh etc are never going to have an AI chance whether they have a big budget or not, they have no real pedigree of success and small populations.
You cant buy an All Ireland, but money certainly doesnt do you any harm.
